Kazakhstan Approves Mining System Incorporating Contributions to National Cryptocurrency Reserves
The Kazakh government has approved regulations for "strategic digital mining," which combines long-term electricity supply for large-scale cryptocurrency mining operators with contributions of mined digital assets to the national reserves.
Strict equipment and operational requirements are imposed on the targeted operators, and a portion of the mined assets will be used to replenish the national strategic cryptocurrency reserves through the Astana Hub.
Monthly Transfers of Assets in Exchange for a 10-Year Electricity Supply Quota
According to the regulations approved by the Kazakh government on Saturday, July 18, 2026, strategic digital mining operators will be provided with a 10-year electricity supply quota capped at the highest rates from power generation companies.
In the first phase, the Ekibastuz State District Power Plant Unit 1, named after Baurzhan Nurzhanov, has been designated as the supplier, with a total allocation of 300 MW for strategic mining. If the operator consumes only 95% of the allocated electricity due to their circumstances, the electricity supply quota may be reduced.
In return, operators must transfer a portion of the mined digital assets monthly, free of charge, to the Astana Hub Autonomous Cluster Fund. The transferred assets will be placed under the trust management of the National Investment Corporation, which is affiliated with the National Bank of Kazakhstan, and will be used to replenish the national strategic cryptocurrency reserves.
According to local media, the contribution amount will not be a simple 10% of the total mined volume, but rather 10% of the remaining amount after deducting electricity costs, transmission fees, power balance adjustment fees, and the usage fees for the national power grid from the value of the mined assets. Operators must transfer the assets by the 25th of the following month, and if a shortfall is confirmed during an audit, they must deliver the shortfall within 30 days.
Targeting Major Operators with Equipment of 150 MW or More
Participation in strategic digital mining is limited to large operators that meet strict infrastructure requirements.
Applicants must own their own digital mining data centers with a capacity of at least 150 MW, and each mining device must have a minimum computational power of 150 TH/s (terahashes per second). Additionally, two independent communication lines, in-house repair facilities, qualified technical staff, and equipment that meets the requirements for connection to the power grid are necessary. There must also be no unpaid taxes, seized assets, or mortgaged assets.
Operators will apply through the "E-License" database and must sign a contract with the Astana Hub Autonomous Cluster Fund within five business days of approval. Furthermore, they need to enter into a power purchase agreement with the power generation company and open a digital asset wallet specifically for strategic mining.
